The building of Jehovah’s temple (Isaiah 44:26-28) raises the question of where Jehovah dwells and under what circumstances. He tells us: “I dwell on high in the holy place, and with him who is humble and lowly in spirit—refreshing the spirits of the lowly, reviving the hearts of the humble” (Isaiah 57:15). Jehovah’s having “regard for those who are of a humble and contrite spirit and who are vigilant for my word” thus implies that, although he may appear in his earthly temple as needed to administer the affairs of his kingdom, his righteous people are also the temples of his holy Spirit (Isaiah 59:21).

(1) The heaven is my throne . . .--We are left to conjecture the historical starting-point of this utterance of a Divine truth. Was the prophet condemning in advance the restoration of the temple on the return from Babylon, or, as some critics have supposed, the intention of some of the exiles to build a temple in the land of their captivity, as others did afterwards at Leontopolis in Egypt? Was he anticipating the vision of the Apocalypse, that in the new Jerusalem there was to be "no temple" (Revelation 21:22)? Neither of these views is satisfactory, Isaiah 56:7; Isaiah 60:7, and the writings of Ezekiel, Haggai, Zechariah, all pre-supposing the existence of a new temple. It seems better to see in the words the utterance, in its strongest form, of the truth that God dwelleth, not in temples made with hands, that utterance being compatible, as in the case of Solomon himself (2Chronicles 6:18), of our Lord (John 2:16-17; John 4:21-23), of St. Stephen, who quoted this passage (Acts 7:48-50), with the profoundest reverence for the visible sanctuary. Cheyne quotes a striking parallel from an Egyptian hymn to the Nile of the fourteenth century B.C., in which we find the writer saying of God, "His abode is not known . . . there is no building that can contain Him." (Records of the Past, iv. 109.) . . .

The role of Jehovah’s hand accords with the major redemptive mission of Jehovah’s end-time servant. As Jehovah’s right hand, he assists in the creation of the heavens and the earth (v 2; Isaiah 45:12; 48:13), gathers Jehovah’s people (Isaiah 11:11-12; 49:22), empowers, delivers, and protects them (Isaiah 41:10, 13; 50:2; 51:16; 59:1), facilitates their new exodus (Isaiah 11:15-16), leads their new conquest (Isaiah 11:14), purifies their establishment (Isaiah 1:25), allots their inheritances (Isaiah 34:17), ministers to Jehovah’s servants (Isaiah 66:14), and prospers Jehovah’s purposes (Isaiah 53:10; 62:3).

(2) All those things . . .--The sequence of thought runs thus:--God, the Maker of the universe, can need nothing that belongs to it. The most stately temple is to Him as the infinitely little. What He does delight in is something which is generically different, the spiritual life which answers to His own, the "contrite heart," which is the true correlative of His own holiness. He who offers that is a true worshipper, with or without the ritual of worship; in its absence, all worship is an abomination to the Eternal. Here 1 and 2 Isaiah are essentially one in teaching. (Comp. Isaiah 1:11-18; Isaiah 57:15.)

Pulpit Commentary
Verse 2. - All these things - i.e. heaven and earth hath mine hand made; i.e. have I, Jehovah, brought into existence. How, then, can I need that men should build me a house? All these things have been, saith the Lord. The sentence seems incomplete. Mr. Cheyne supplies, "I spoke." The sentence will then run, "I spoke, and all these things crone into being, saith Jehovah;" i.e. heaven and earth, and all things that are therein, came into being at my word (comp. Genesis 1:1; Genesis 2:1). But to this man will I look; i.e. though I have made all things and all men, I will not equally regard all. Him only will I respect who is of a poor and contrite spirit, etc. (comp. Isaiah 57:15).

Rituals performed under the Mosaic Code such as the slaughter of unblemished beasts and the offering of firstfruits (Exodus 12:5; 20:24; 30:1; Leviticus 2:12-16; 4:32; 27:16) become offensive once the Lamb of God is slaughtered that they foreshadowed (Isaiah 53:7, 10; 1 Corinthians 15:20-23). People who perpetuate such cultic practices come under Jehovah’s condemnation when he fulfills their worst fears. For not responding when Jehovah “called” and “spoke” to them through his servant—instead doing evil and what is contrary to his will—they themselves are slaughtered (Isaiah 65:12).

(3) He that killeth an ox . . .--The truth of the previous verse is emphasised by iteration, each clause presenting a distinct illustration of it. Chapter Isaiah 65:3-11 had pointed to tendencies, not yet extinct, which led to open apostasy. Now the prophet declares that there may be as real an apostasy beneath an orthodox creed and an irreproachable ritual. Each act of the hypocrite's worship is as an idolatrous abomination.

Verse 3. - He that killeth an ox is as if he slew a man; literally, is a manslayer. The full meaning seems to be, "He that, not being of a poor and contrite spirit, would offer me an ox in sacrifice, is as little pleasing to me as a murderer." Sacrifice, without the true spirit of sacrifice, is an abomination (comp. Isaiah 1:11, "To what purpose is the multitude of your sacrifices unto me? saith the Lord," etc.). There, however, the sacrifices are actually offered; here they are hypothetical. The ungodly exiles design to offer sacrifice to God in his temple, when they have rebuilt it (ver. 1). God rejects their offerings by anticipation. As if he out off a dog's neck; i.e." would no more please me by the sacrifice than if he were to make an offering of the unclean dog." (On the uncleanness of the dog, see Deuteronomy 23:18.) He that offereth an oblation; or, a meat offering (see Leviticus 2:1-15). He that burneth incense. With his meat offering, as directed in Leviticus 2:1, 2. Such a one is no better than he that blesseth (i.e. worships) an idol. It may be suspected that the ritual acts selected for comparison with those of the Levitical law are practices to which the exiles were given (comp. Isaiah 65:3, 4). Yea, they have chosen, etc.; rather, as they haw chosen. The clause stands over against the first clause of ver. 4, "As they (gain hemmah) have chosen their ways, so I (gain ani) have chosen their delusions."

(4) I also will choose their delusions . . .--The Hebrew noun conveys the thought of the turnings and windings of fortune--what has been called the irony of history. These are the instruments with which God, as it were, mocks and has in derision those who mock Him by their hypocrisy. Their choice did not delight Him; what He chooses will be far other than delightful for them. (Comp. Psalm 2:4; Proverbs 1:24-26.)

Pulpit Commentary
Verse 4. - Their delusions; or, their childish follies (LXX., ἐμπαίγματα). As God sends on some men "strong delusion that they should believe a lie" (2 Thessalonians 2:11), so on others he sends a spirit of childish folly, which makes their conduct silly and headstrong. Persons whose characters are of this stamp are especially liable to vain and groundless "fears." When I called, none did answer (comp. Isaiah 65:12, and see the comment on that passage).

(66:5) Jehovah’s servants—“who are of a humble and contrite spirit and who are vigilant for my word” (v 2)—come under censure by ecclesiastical authorities who feel threatened by their zeal for Jehovah. Such self-righteous “brethren” (’ahekem) “abhor” or “hate” (son’ekem) their zealous counterparts and “exclude” or “thrust [them] out” (menaddekem) from among them, humiliating them. In the end, however—after it has served Jehovah’s purpose of refining his servants and testing their loyalties—their momentary shame (Isaiah 61:7) turns into their persecutors’ everlasting shame (Isaiah 41:11; 65:15).
The descent phase of those who are ostracized by abusive authorities thus resembles that of Jehovah’s servant, whom they similarly “abhor” and accuse (Isaiah 49:7; 50:8-9). Both, moreover, follow the pattern of Jehovah himself, whose descent phase includes prosecution by unrighteous authorities (Isaiah 53:7-9). The latter mock Jehovah’s servants by asking them to produce some divine “manifestation” or sign that justifies their joy-filled zeal: “Let him quickly speed up his work so we may see it! (5) Hear the word of the Lord . . .--The prophet turns from the hypocrites to the persecuted remnant. The self-righteous, self-exalting Pharisee (comp. Isaiah 65:5) repudiates, and, as it were, excommunicates, the true worshippers, and taunts them with their devotion to a God who does not help them. In words which find an echo in Matthew 27:42, they said, "Let Jehovah glorify Himself, that we may look on your joy." The prophet adds the doom that shall fall upon the mockers: "They, and not those whom they deride, shall be put to shame."

Verses 5-14. - THE GODLY EXILES ENCOURAGED. The scoffs which have long greeted those who believed God's promises and expected the restoration of Zion, will be put to shame. The silence in which Zion has lain will be broken; she will be once more a city "full of stirs, a tumultuous city" (Isaiah 22:2). Suddenly, without any pains of travail, she will bring forth; and her offspring will be "a nation born at once" (ver. 8). The godly exiles are called upon to rejoice at the prospect (ver. 10), and promised peace and comfort in the restored city (vers. 11-14). Verse 5. - Hear... ye that tremble. The godly are addressed - those that have a reverent fear of God's word (comp. ver. 2, ad fin.; and see also Ezra 9:4; Ezra 10:3). Your brethren that... cast you out; rather. that put you away (Cheyne), or thrust you from them (Delitzsch). The verb used came in later times to designate formal excommunication; but here it points merely to a practical renunciation of fellowship. Said, Let the Lord be glorified: but he shall appear to your joy; rather, said, Let Jehovah glorify himself, that ice may see your joy; i.e. "said sarcastically, May the prophecies be fulfilled, and God humble Babylon, and release Israel, and restore her, that we may witness your rejoicing. We should gladly see all this; but we do not in the least expect it." And they shall be ashamed; rather, but as for them (i.e. those who so speak) they shall be ashamed. The event shall shame them.

(66:6) An incident in the temple of his people’s city results in Jehovah’s house being set in order as Jehovah turns the tables on his people’s ecclesiastical leaders (cf. Jeremiah 23:1-2; Ezekiel 34:10; Zechariah 11:15-17). Together with other reprobates among his people, they are numbered among Jehovah’s “enemies” and incur his wrath: “They rebelled and grieved his holy Spirit, till he became their enemy and himself fought against them” (Isaiah 63:10; cf. 1:24; 42:13; 59:18). Jehovah’s voice—his servant whom he empowers (Isaiah 30:30-31; 50:10; 58:1)—pays them their “due” or “just reward” (gemul).

(6) A voice of noise . . .--The form reminds us of Isaiah 13:4. The words represent dramatically the wonder with which men will behold the great judgments of God, proceeding, as with the thunders of Sinai (Amos 1:2; Joel 3:16), from the city and the temple, that seemed to have been given over to destruction.

Verse 6. - A voice of noise from the city... from the temple. The "city" and "temple" are suddenly in existence - they have sprung into being. The prophet sees Jerusalem rebuilt, restored, and hears sounds go forth from it - partly, perhaps, the sounds of ordinary city life; but amid these, there is a voice of the Lord, rendering recompense to his enemies. The Jewish state, restored by Zerubbabel, did, after a time, bring under subjection several of its ancient adversaries.

(66:7–9) A condition of wickedness among Jehovah’s people marked by cultic practices (vv 3-4, 17; Isaiah 65:2-7) and persecution by ecclesiastical authorities (v 5; Isaiah 61:7) that utterly contravenes Jehovah’s law and word in the end gives rise to a Zion people. Out of an evil milieu, paradoxically exemplified by Jehovah’s people who are of the covenant, emerges a new covenant people among whom Jehovah establishes Zion (cf. Isaiah 54:1, 5-6). Not only does “the restoration of all things” that existed in ancient Israel materialize from these spiritual ashes but a state of blessedness far exceeding the former.
Called the “Birthpangs of the Messiah,” the idea of a woman in labor who gives birth to a deliverer recurs cyclically in Israel’s history—as when Israel’s tribes endured hard bondage in Egypt and Jehovah heard their cries and raised up Moses to deliver them (Exodus 1-3); or when the Philistines were about to wipe Israel off the map and Jehovah raised up King David to deliver them (2 Samuel 3:18); or when Jehovah’s people in Jerusalem were surrounded by an invading Assyrian army and King Hezekiah interceded with Jehovah on their behalf (Isaiah 37:15-20). So he raises up an end-time deliverer.

Before the Woman Zion goes into labor, however—that is, before Jehovah’s Day of Judgment but when many mourn in Zion because wickedness (v 5; Isaiah 61:3, 7)—she gives birth to a “son” or “male child” (zakar). The Woman’s son or deliverer—Jehovah’s servant—thus experiences rebirth or ascent to a higher spiritual level (Isaiah 49:2, 8; 55:4-5) when Jehovah heals and empowers him (Isaiah 52:13; 57:18-19). That empowerment constitutes an inherent part of his ascent phase that follows his descent phase through suffering in which he is “marred beyond human likeness” (Isaiah 52:14).

(7) Before she travailed . . .--The mother, as the next verse shows, is Zion; the man-child, born at last without the travail-pangs of sorrow, is the new Israel, the true Israel of God. The same figure has met us in Isaiah 49:17-21; Isaiah 54:1, and is implied in Matthew 24:8. Its antithesis is found in Isaiah 37:3.

Verses 7, 8. - Before she travailed, etc. Without any long delay, without any labour pains, Zion will bring forth a man-child - a whole nation, which wilt be born at once, and not grow up by slow degrees. The occupation of Jerusalem by the great body of the returned exiles (Ezra 2:1; Ezra 3:1) is intended. Such a second birth of a nation was strange, and without precedent (comp. Isaiah 42:9; Isaiah 43:19). Shall the earth be made to bring forth in one day? rather, can a land be brought forth in one day? It is not only a people, but a country, that is born anew; not only the Jews, but Judaea.
