Romans 1

Romans 1-4 The Lord Jesus Christ Sonship

Romans 1:1

1 Paul, a servant of Jesus Christ, called to be an apostle, separated unto the gospel of God,

A bond-servant
Recognized Christ as Lord (Isaiah 42:1, 19; 52:13)

Separate
Greek word Separated:
[and] set apart
ἀφωρισμένος (aphōrismenos)
Verb - Perfect Participle Middle or Passive - Nominative Masculine Singular
Strong's 873: To rail off, separate, place apart. From apo and horizo; to set off by boundary, i.e. limit, exclude, appoint, etc.

Maybe comparing this to spiritual categories, when they ascend, they are set off by a boundary moving higher.

Apostle, "the one who is sent".  There was doubt about Paul's Apostleship, but he is sent by God (See D&C 64, those who are not apostles vs D&C 84, I call you mine Apostles), it seems a spiritual condition. Some Apostles doubted his authority (2 Corinthians 11:5, 13).

Romans 1:2

(Which he had promised afore by his prophets in the holy scriptures,)

A: better translation which He promised before by His prophets in holy writ

Paul understood the OT now with new lenses, and how the prophecies now linked to Christ.
"it is written" (or "writings," i.e., 2 Tim. 3:16; 2 Pet. 3:16)

Holy Writ
[the] Holy
ἁγίαις (hagiais)
Adjective - Dative Feminine Plural
Strong's 40: Set apart by (or for) God, holy, sacred. From hagos; sacred.

Prophecy inspired by the Holy Ghost is sacred, separate, or Holy (2 Peter 1:20).

Romans 1:3

3 Concerning his Son Jesus Christ our Lord, which was made of the seed of David according to the flesh;

ESV concerning his Son, who was descended from David according to the flesh
Concerning his son

The gospel is concerning his son Jesus Christ. Jesus was not a servant of God, he was the son of God (i.e., "a son," cf. Heb.1:1-2; 3:6; 5:8; 7:28).

was a descendant
γενομένου (genomenou)
Verb - Aorist Participle Middle - Genitive Masculine Singular
Strong's 1096: A prolongation and middle voice form of a primary verb; to cause to be, i.e. to become, used with great latitude.

Although the KJV translated, who was made the seed of David, the original Greek says it was a descendant.
Paul is saying his divine lineage from God as his son and his messianic lineage from David through his mother Mary (Miryam Luke 3:23-38). Jesus claims to be the descendant of David: (cf. Matt. 1:6; 9:27; 12:23; 15:22; 20:30,31; 21:9,15; 22:42).

He became the seed of David
he became a Man of the seed of David, implying the son existed before the "the flesh" (John 1:1, Mosiah 15).

According to [the] flesh,
σάρκα (sarka)
Noun - Accusative Feminine Singular
Strong's 4561: Flesh, body, human nature, materiality; kindred.

Christ, the "son" of the logos, was materialized, it became the archetype of reality.

Romans 1:4

4 And declared to be the Son of God with power, according to the spirit of holiness, by the resurrection from the dead:

ESV and was declared to be the Son of God in power according to the Spirit of holiness by his resurrection from the dead, Jesus Christ our Lord,

was declared to be the Son of God
TEV
"shown"
NJB, RSV "designated"
NET "appointed"
REB "proclaimed"
Peshitta "came to be known as"

Paul is saying he was the son of God prior to being made flesh, then he says he was called the son of God, or appointed/proclaimed to be the son of God after, his resurrection. LdS theology harmonizes that, in D&C 93, by saying he called the son because he was made flesh and did not receive the fullness from the beginning (93:14), but also he was the firstborn (93:21). However, it seems that his ascension also gives them the title of "son", perhaps a spiritual category as Paul mentions in Hebrews 7.

In power
power
δυνάμει (dynamei)
Noun - Dative Feminine Singular
Strong's 1411: From dunamai; force; specially, miraculous power.

Peshitta: power, mighty work, strength, virtue, force

We can say his ascension, was an undoubted confirmation (power), of Christ being the son of God or and a confirmation sealed (royal grant).

According to the Spirit of Holiness
The power is in his spirit of Holiness, as Ellicott points out, is not the Holy Spirit, but rather Christ's spirit which was sinless and received the fullness of glory (D&C 93,88). This contradicts or juxtaposes the idea of the flesh in verse 3.

By his resurrection from the dead
Everyone ascends through "grace", Christ's ascension was literal. He was able to physically go back to the presence of his father (John 20":16).
