Until the moment the parallel "keep silent" and "keep still" implied the LORD was silent and still, but now he will go in an active mode for Jerusalem and Zion's sake. The opposite of being silent is to "talk" and the opposite of being still is to "move", the LORD will act with the purpose that righteousness and salvation will be in Zion and Jerusalem as an ensign to the nations.
A bright light and a blazing torch are metaphors that represent something to "follow in darkness", it will be what the nations will look up to follow.
2 The nations shall behold your righteousness
and all their rulers your glory;
you shall be called by a new name
conferred by the mouth of Jehovah.

Nations and rulers represent all the people who will see Zion/Jerusalem's righteousness which parallels with glory (flaming torch). The LORD opened his mouth (no keep silent) to bestow a new name to Zion and Jerusalem. This name comes from the mouth of Jehovah himself.

The purpose of the chiasmus is to illustrate the elements of righteousness and salvation, God's purposes, as what the nations will see. A blazing torch, a fire, is a metaphor for "glory".
If the mouth is represented by JEHOVAH's servant, then stop being silent represents sending his servant into the scene.

Anaphora: the repetition of the word "will" at the beginning of the two independent clauses, emphasizes the idea of a strong determination and a promise.
Epithet: the use of "His right hand" and "His mighty arm" to describe the Lord, it is an adjective or phrase that characterizes a person or thing by describing a characteristic or attribute that defines it. It is used to create a strong image and to emphasize the power of the Lord.
Chiasmus: it is a literary structure in which the order of the words, phrases or clauses in the first half of a sentence is reversed in the second half to create a mirror-like structure. In this verse, the structure is in the form of "grain" and "new wine" and "enemies" and "foreigners" are presented in a reverse order.
Metaphor: the use of "grain" and "new wine" to refer to the people's resources and hard work, it is used to illustrate the idea of the Lord's protection over the people's resources.
Asyndeton: the phrase "nor will the foreigners drink the new wine for which you have toiled" is a literary device called Asyndeton, which is the omission of conjunctions between related clauses or phrases, it creates a sense of speed and urgency.

For Zion's sake I will not keep silent,
and for Jerusalem's sake I will not keep still,
until her righteousness shines like a bright light,
her salvation like a blazing torch

Until the moment the parallel "keep silent" and "keep still" implied the LORD was silent and still, but now he will go in an active mode for Jerusalem and Zion's sake. The opposite of being silent is to "talk" and the opposite of being still is to "move", the LORD will act with the purpose that righteousness and salvation will be in Zion and Jerusalem.
A bright light and a blazing torch are metaphors that represent something to "follow in darkness", it will be what the nations will look up to follow.
