1 The Spirit of my Lord Jehovah is upon me,
      for Jehovah has anointed me
to announce good tidings to the lowly;
      he has sent me to bind up the brokenhearted,

Hebrew Transliteration Isaiah 61:1

The Spirit of the Lord God is on Me,
      because the LORD has anointed Me
to preach good news to the poor.
      He has sent Me to bind up the brokenhearted,
to proclaim liberty to the captives
      and release from darkness to the prisoners

Parallel

(B) The LORD does three things for this servant: 1. he spirit is upon him, 2. anointed me, 3. sent me (A), show us a progressive pattern in his calling.

(C) "Preach" parallels with "proclaim" as speech. Preach is an announcement, in this case, good news, while a proclamation is an official statement, usually related to a monarchy. 
"Bind up" is taking action as "release."  He is empowered not just to declare but also to act. 

(D) The audience of this servant is who were neglected in Isaiah's prophecy, such as the "poor" who receive good news and the "brokenhearted" who will receive healing. because prisoners parallel with captives, we can infer the poor is the brokenhearted as a spiritual condition (broken heart and contrite spirit). "Captives" parallel with "prisoners" and then the parallel can define proclaiming liberty means to release from darkness.

Unite Isaiah 56-66 
When you cry out, let your companies [of idols] deliver you! Yet the wind will carry off all of them, a breath will take them away. But he who seeks refuge in Me will inherit the land and possess My holy mountain.” (Isaiah 57:13)

“As for Me, this is My covenant with them,” says the LORD. “My Spirit who is on you, and My words that I have put in your mouth, will not depart from your mouth, from the mouths of your children, or from the mouths of your children’s children, from now on and forevermore,” says the LORD. (Isaiah 59:21)

But they rebelled and grieved His Holy Spirit. So He turned [and became] their enemy [and] He Himself fought against them. Then His people remembered the days of old, the days of Moses. Where is He who brought them through the sea with the shepherds of His flock? Where is the One who set His Holy Spirit among them, (Isaiah 63:10-11).

Like cattle going down to the valley, the Spirit of the LORD gave them rest. You led Your people this way to make for Yourself a glorious name. (Isaiah 63:14)

The parallel (B) is antithetical favor/acceptance and vengeance, this can present a longer time for those who are favored of the LORD, and a quick day of destruction for the wicked. 

From Isaiah 60:1-2

(A) Those who mourn are the brokenhearted. (B) the proclamation is for the captives to be released and proclaim the acceptable day of the LORD, which will be a day of vengeance to comfort those who mourn, in other words, it is not a day of vengeance for the sake of vengeance but to comfort his people.

Isaiah 56-66
Foreigners will rebuild your walls, and their kings will serve you. Although I struck you in anger, yet in favor I will show you mercy. (Isaiah 60:10)

All the flocks of Kedar will be gathered to you; the rams of Nebaioth will serve you and go up on My altar with acceptance; I will adorn My glorious house. (Isaiah 60:7)

Is this the fast I have chosen, a day for a man to deny himself, to bow his head like a reed, and to spread out sackcloth and ashes? Will you call this a fast and a day acceptable to the LORD? (Isaiah 58:5)

I will bring them to My holy mountain and make them joyful in My house of prayer. Their burnt offerings and sacrifices will be accepted on My altar, for My house will be called a house of prayer for all the nations.” (Isaiah 56:7)

Isaiah 40-66
This is what the LORD says: “In the time of favor I will answer you, and in the day of salvation I will help you; I will keep you and appoint you to be a covenant for the people, to restore the land, to apportion its desolate inheritances, (Isaiah 49:8)

Vengeance 5359. נָקָם (naqam)

Isaiah 56-66
For the day of vengeance was in My heart, and the year of My redemption had come. (Isaiah 63:4)

He put on righteousness like a breastplate, and the helmet of salvation on His head; He put on garments of vengeance and wrapped Himself in a cloak of zeal. (Isaiah 59:17)

Isaiah 40-66
Your nakedness will be uncovered and your shame will be exposed. I will take vengeance; I will spare no one. (Isaiah 47:3)

Isaiah 1-39
Say to those with anxious hearts: “Be strong, do not fear! Behold, your God will come with vengeance. With divine retribution He will come to save you.” (Isaiah 35:4)

Isaiah 56-66
As a mother comforts her son, so I will comfort you, and you will be consoled over Jerusalem. (Isaiah 66:13)

Isaiah 40-66
Comfort, comfort My people,” says your God. (Isaiah 40:1-2)

Shout for joy, O heavens; rejoice, O earth; break into joyful song, O mountains! For the LORD has comforted His people, and He will have compassion on His afflicted ones. (Isaiah 49:13)

For the LORD will comfort Zion and look with compassion on all her ruins; He will make her wilderness like Eden and her desert like the garden of the LORD. Joy and gladness will be found in her, thanksgiving and melodious song. (Isaiah 51:3)

I, even I, am He who comforts you. Who are you that you fear mortal man, or a son of man who withers like grass? (Isaiah 51:12)

Isaiah 56-66
I have seen his ways, but I will heal him; I will guide him and restore comfort to him and his mourners, (Isaiah 57:18)

to provide for those who grieve in Zion— to give them a crown of beauty for ashes, the oil of joy for mourning, and a garment of praise in place of a spirit of despair. So they will be called oaks of righteousness, the planting of the LORD, that He may be glorified. (Isaiah 61:3)

Be glad for Jerusalem and rejoice over her, all who love her. Rejoice greatly with her, all who mourn over her, (Isaiah 66:10)

3 to endow those who mourn in Zion,
      bestowing upon them a priestly headpiece

Parallel (A) crown, oil, and garment represent royalty, as king and queen. What comes associated with that is the opposite condition, such as beauty, joy, and mourning, from where the people were before ashes, mourning, and despair.

Parallel A rebuild, the prefix "re" restore and renew refer to return to a preview state. The ancient ruins parallel "long devasted," which means this had happened for a long period of time.

A. Rejoice greatly - soul will exult 

"Rejoice greatly" and "soul will exult" reinforced the feeling of joy in the LORD, it will be "greatly" and "exult." Above everything.

Parallel (A) represents covering (kaphar), and is a progressive complementary parallel from the inner elements to outwards, from garments to being wrapped, and then to external elements such as priestly headers and Jewels. 

Parabel (B) robe and garments, the physical clothing, is a metaphor for the elements the people are endowed with, such as salvation and righteousness. 

Parallel (D) bride and groom are synonyms, the groom receives a priest's headdress and the bride's jewels as adorn, both a reference to the high priest attire. 

11 For as the earth brings forth its vegetation,
      and as a garden causes what is sown to spring up in it,
so will my Lord Jehovah
      cause righteousness and praise to spring up
in the presence of all nations.

Parallel

Parallel (A) is synonymous with earth and garden, but the metaphor points to the LORD as the one who causes growth. 

Parallel (B) is a complementary parallel, it goes from growth (branching) to seed springing up, which is a metaphor for righteousness and praise to spring up before the nations.
